Does your Emcomm (Emergency Communications) Plan Include NVIS?

I'm not an expert with HF. But what I know is that NVIS, or Near Vertical Incidence Skywave, propagation is probably my favorite communication and deployment technique because I can use HF radio to communicate within a region with my people. Note: 2 stations ran 5 Watts and one station used 10 Watts. This was all low power on battery power.

Does NVIS work during the day?

antenna height is everything. You will need to experiment with yours to get what you want out of it.
